It is possible to filter projects in Project portfolio and Project allocations views with Project filters. Project filters have selections Filter with a start date and Filter with an end date. These fields define the time period for filtering the projects. With these fields filter is affected so that the system seeks projects which are active at the selected time period. For example if the filters are set so that the Start date is 1st of January 2018 (2018-01-01) and the End date is 31st of January 2018 (2018-01-31) all the projects are listed which have start date set before this time period and the end date set after this time period. Below the picture is a matrix with more examples of different selections and outcomes of the filter results.
